Finds a Host resourced by a DataCentre.
Finds a Physical Host resourced by a Data Centre, and adds the fact that the Host is located in the Data Centre. This is a workaround for an SSM bug that prevented resourcedBy being detected as a case of locatedIn.
Effect of overload at Host on DataCentre: if physical host Host at DataCentre is overloaded, then DataCentre as a whole may become subject to high total load.
Loss of availability at DataCentre affects Host: if data centre DataCentre becomes unavailable, so will the host Host provisioned at DataCentre.
Use of privilege at DataCentre to control resourcing of Host: anyone who controls resource allocation at DataCentre can control the provision of instances of Host, resourced by DataCentre.
